XLSForm Build
Convert a Word or PDF questionnaire into a tested XLSForm for KoboToolbox, ODK or SurveyCTO. Skip logic, cascading selects, repeat groups and validation constraints all configured.
Open toolUpload a concept note, proposal, or ToR. Get a theory of change, logframe, results framework, indicator matrix, or deployable XLSForm in minutes rather than days. Every output is editable, exportable, and built to donor standards.
Thirteen tools live now. Free to use while in open testing.
Concept note, proposal, ToR, RFP, strategic plan, or existing M&E framework. PDF or Word.
Pick the framework you need and the donor standard it must meet.

The toolkit
Each tool takes your own documents as the starting point. Nothing is generic, because nothing is generated from a blank template.
Convert a Word or PDF questionnaire into a tested XLSForm for KoboToolbox, ODK or SurveyCTO. Skip logic, cascading selects, repeat groups and validation constraints all configured.
Open toolUpload a proposal plus the ToR. Get a compliance matrix, a scored technical scorecard, the three objections a real panel would raise, and every claim that needs verifying before you submit.
Open toolTurn a concept note into a full causal pathway with a diagram: problem analysis, outcomes and the assumptions each one rests on, the accountability boundary, and rival explanations. Summary or detailed.
Open toolA four column logical framework in the EU, USAID, GIZ or UN convention, with indicators, means of verification and assumptions, plus vertical and horizontal logic checks on the result.
Open toolGoal, development objectives, intermediate results and outputs, with an indicator monitoring table carrying baselines, targets, collection frequency and the responsible entity for each.
Open toolA field-ready instrument with analysis-ready variable names, skip logic, consent scripts, referral protocols for sensitive modules, and a traceability matrix tying every question to an indicator.
Open toolA complete monitoring, evaluation and learning plan: data flow traced from collection point to decision point, quality checks against all five dimensions, and a learning agenda of genuinely open questions.
Open toolA PIRS for every indicator, written so two people collecting it in different districts arrive at the same count. Definitions, inclusion rules, disaggregation boundaries and honest limitations.
Open toolA data analysis plan with runnable SPSS or Stata syntax built against your own variable names, with the assumptions each test requires and what to do when they fail.
Open toolEvery evaluation question from the ToR mapped to criteria, judgement criteria, benchmarks and triangulation partners. Questions that cannot be answered are named as such, with what can be answered instead.
Open toolA phased implementation schedule with dependencies, the critical path calculated rather than guessed, float on every task, and a level of effort summary by role.
Open toolDraft a technical proposal against a call document, using your own company profile and CVs. Compliance checklist, methodology, risk register, evaluation matrix, work plan and a costed budget in shillings.
Open toolUpload scanned or photographed completed questionnaires. Get a dataset, a matching codebook, and a verification queue listing every cell that needs a human eye. Nothing illegible is ever guessed.
Open toolHow it works
The toolkit reads your documents the way a senior evaluator would, then builds the framework you asked for.
A concept note, a funded proposal, a ToR, a strategic plan, or an existing framework you want improved. The more context you give it, the more specific the output. Nothing is stored after your session ends.
Choose the framework you need and the donor convention it must satisfy. USAID, World Bank, FAO, EU, GIZ and UN formats are all supported, or use a neutral template.
Every field is editable before you download. Nothing is locked. Export to Word, Excel, XLSForm or PDF and take it straight into your submission or your team review.
Who it's for
You have a results framework due Friday and a programme team that has not agreed on outcomes yet.
You need a logframe and theory of change to match a technical narrative you have already drafted.
You have no dedicated M&E staff but donors expect the same framework quality as an international agency.
You bill by the assignment, and the framework build is the part that eats your margin.
Pricing
No seat licences and no annual lock-in. Credits never expire.

Who built this
MEL Toolkit is built by Nate Africa Consulting, a Ugandan research and evaluation firm working across Uganda, South Sudan, Somalia and the wider East African Community since 2017. Every tool encodes a method we already use on live assignments for clients including WaterAid, FAO, UNCDF, DAI and GOPA.
All thirteen tools are live and free to use while we test them. Create an account and start with your own documents. Tell us what breaks and what is missing, and we will fix it.
Or leave your email and we will write when something significant changes.
No spam, and no more than one email a month.
