12 tools Built by practising evaluators, not software people

Your project documents in. Working M&E frameworks out.

Upload a concept note, proposal, or ToR. Get a theory of change, logframe, results framework, indicator matrix, or deployable XLSForm in minutes rather than days. Every output is editable, exportable, and built to donor standards.

Two tools live. Ten more in beta testing now. No credit card to join the list.

The toolkit

Twelve tools for the work you actually do

Each tool takes your own documents as the starting point. Nothing is generic, because nothing is generated from a blank template.

XLSForm Build

Convert a Word or PDF questionnaire into a tested digital survey form for KoboToolbox, ODK or SurveyCTO. Skip logic, cascading selects, repeat groups, multilingual labels and GIS fields all configured.

LiveFrom $45
Open tool

Proposal Audit

Upload a proposal plus the RFP or ToR. Six scored criteria, a gap analysis, the top rejection risk, and a full rewrite of your weakest section against USAID, World Bank or FAO standards.

Theory of Change Designer

Turn a concept note or strategy into a causal model with the mechanism and assumptions stated at every link. Choose a one-page summary for a proposal annex, or the full detailed model for your M&E plan.

NewFrom $18
Open tool

Logframe Generator

A complete logical framework matrix with objectively verifiable indicators, real sources of verification, and assumptions placed at the level where the risk actually sits.

New$30
Open tool

Results Framework Builder

Goal, development objectives, intermediate results and sub-results, with indicators mapped to every level and a sufficiency check on each objective.

New$30
Open tool

Evaluation Matrix

Every ToR question mapped to its criterion, sub-questions, data sources, methods and the judgement benchmark you will assess against. OECD-DAC criteria, or the criteria your ToR names.

New$35
Open tool

Proposal Generator

Upload the call and your capability documents. Get a structured first-draft technical proposal answering it section by section, with a compliance matrix. Drafts new submissions rather than reviewing existing ones.

NewFrom $120
Open tool

Gantt Chart Builder

Upload your technical proposal or workplan. Get a project schedule with every activity sequenced, deliverables and milestones placed, dependencies mapped, the critical path identified and over-allocated staff flagged.

New$35
Open tool

Questionnaire Designer

A survey instrument built from your indicator list, with the questions needed to actually compute each indicator and the calculation that produces it. Feeds straight into XLSForm Build.

New$40
Open tool

Indicator Reference Sheets

A Performance Indicator Reference Sheet for every indicator, with each ambiguous term defined so two people counting in different districts arrive at the same number.

New$5 per sheet
Open tool

M&E Plan Builder

A complete monitoring and evaluation plan: indicator matrix, data flow, RACI, quality assurance across all five DQA dimensions, reporting calendar and learning agenda.

New$60
Open tool

Analysis Plan and Syntax

An analysis plan specifying the computation and test for every indicator, plus SPSS or Stata syntax that runs top to bottom with every assumption check in place.

How it works

Three steps, no training required

The toolkit reads your documents the way a senior evaluator would, then builds the framework you asked for.

Upload what you already have

A concept note, a funded proposal, a ToR, a strategic plan, or an existing framework you want improved. The more context you give it, the more specific the output. Nothing is stored after your session ends.

Pick your output and standard

Choose the framework you need and the donor convention it must satisfy. USAID, World Bank, FAO, EU, GIZ and UN formats are all supported, or use a neutral template.

Edit, then export

Every field is editable before you download. Nothing is locked. Export to Word, Excel, XLSForm or PDF and take it straight into your submission or your team review.

Who it's for

Built for people under deadline

M&E officers

You have a results framework due Friday and a programme team that has not agreed on outcomes yet.

Proposal writers

You need a logframe and theory of change to match a technical narrative you have already drafted.

Small NGOs

You have no dedicated M&E staff but donors expect the same framework quality as an international agency.

Consultants

You bill by the assignment, and the framework build is the part that eats your margin.

Who built this

Made by evaluators who do this work

MEL Toolkit is built by Nate Africa Consulting, a Ugandan research and evaluation firm working across Uganda, South Sudan, Somalia and the wider East African Community since 2017. Every tool encodes a method we already use on live assignments for clients including WaterAid, FAO, UNCDF, DAI and GOPA.

Questions

Frequently asked questions

Is this replacing evaluators?
No. It removes the mechanical part of framework construction so you spend your time on the judgement calls: whether the causal logic actually holds, whether the indicators measure what matters, whether the assumptions are realistic. The tool drafts. You decide.
What happens to the documents I upload?
They are processed to generate your output and deleted after your session ends. They are not used to train any model and are not shared with third parties. If your organisation needs a signed data processing agreement before you upload anything, email us and we will provide one.
How good are the outputs, honestly?
Good enough to be a strong first draft, not good enough to submit unread. The tool produces a structurally complete and internally consistent framework using your project's specific content. It cannot know things that are not in your documents, and it will occasionally propose an indicator that is impractical in your context. Review before you submit.
Which donor formats are supported?
USAID, World Bank, FAO, EU, GIZ and UN conventions at launch, plus a neutral format. If you need a specific donor template not listed, send it to us and we will add it.
Can I use my organisation's own template?
On the Organisation plan, yes. Upload your house template once and every output is formatted to match it.
What if I need a human to do this properly?
That is what Nate Africa Consulting does. If your assignment needs a full evaluation design, a field data collection exercise, or a framework built through stakeholder workshops, the consultancy handles it directly. The toolkit and the consultancy are two ways to get the same expertise.
